The longtime Arizona Republican, whose dramatic 11th-hour decision in July spelled doom for the so-called “skinny repeal” of the Affordable Care Act, released a statement Friday saying he could not support the latest repeal effort either.

“As I have repeatedly stressed, health care reform legislation ought to be the product of regular order in the Senate,” he said. “Committees of jurisdiction should mark up legislation with input from all committee members, and send their bill to the floor for debate and amendment. That is the only way we might achieve bipartisan consensus on lasting reform, without which a policy that affects one-fifth of our economy and every single American family will be subject to reversal with every change of administration and congressional majority.”

McCain insisted his decision gives him no pleasure, especially considering one of the lead authors of the bill was his close friend, Sen. Lindsey Graham (R-S.C.).

With Sen. Rand Paul (R-Ky.) already having come out against the bill as an insufficient repeal, that leaves the GOP with no margin for error. But Sen. Susan Collins (R-Maine) has given every indication she would oppose it. She told a local newspaper in Maine on Friday that she is leaning against it.

Grace-Marie Turner, president of the Galen Institute, said Republican opponents are being “very short-sighted.” She noted that McCain based his previous opposition to repealing Obamacare on concerns from his state’s governor, Republican Doug Ducey. But Ducey supported the current bill, which would convert Obamacare subsidies and Medicaid expansion funds into block grants to the states.

“Who knows why McCain is doing this,” she said. “It’s very discouraging. You just have to wonder what his motivations are.”

Graham vowed in a statement to move forward despite McCain’s announcement.

“I’m completely convinced taking money and power out of Washington and returning it to states to administer health care is the best way to replace a collapsing Obamacare system,” he stated. “I’m excited about solutions we have found in Graham-Cassidy-Heller-Johnson. We press on.”

In his statement, McCain indicated that he might support something along the lines of what Graham and three other senators have proposed if it emerged after extensive hearings and debate, and senators could offer amendments.

“We should not be content to pass health care legislation on a party-line basis, as Democrats did when they rammed Obamacare through Congress in 2009,” he said in the statement. “If we do so, our success could be as short-lived as theirs when the political winds shift, as they regularly do.”

But Turner noted that the Senate planned to hold two hearings next week, which would make the process more deliberative than in 2015 when both houses of Congress — including McCain — approved a straight repeal of the Affordable Care Act. It ran into an immediate veto by then-President Barack Obama.

“Frankly, the process is not the problem here,” Turner said.

Instead, she said, some Republican senators simply are protecting government funding that their states receive.

“They’re really trying to protect their entitlement dollars,” she said.

Turner said it is still possible Collins might be persuaded to vote “yes” on the bill or that supporters could change Paul’s mind. But both seem unlikely, and even if supporters could get one of them, they would still need to secure the vote of Sen. Lisa Murkowski (R-Alaska). And she helped kill the so-called skinny repeal.

The reason for the rushed process is that September 30 looms as the deadline for passing a repeal under different rules that require only 51 votes in the Senate. With Republicans wanting to use that process next year for tax reform, any Obamacare repeal would need 60 votes to avoid a filibuster.

McCain referenced his desire for bipartisanship and compromise. But Democrats have shown no interest in any bill that significantly alters the taxes, spending or structure of Obamacare. That leaves only a chance for small-scale changes that Sens. Lamar Alexander (R-Tenn.) and Patty Murray (D-Wash.) have pursued.

Such a deal would include permanent funding of subsidies to help low-income Obamacare recipients pay deductibles and out-of-pocket expenses. In exchange, Democrats might be willing to give states a little more flexibility in waiving some regulations. But conservative health policy experts have said such changes are not big enough to fundamentally address the flaws of the Affordable Care Act or reduce premiums.

            Want to fix- really fix – healthcare ? Force healthcare providers to provide services at a reasonable price level; one where someone could actually see the doctor without taking on a long term payment plan. Ask your doctors and hospitals what they charge and why? The amounts they attempt to charge are staggering and beyond ridiculous. My insurance provider sends me copies of every bill submitted by providers; To see a doctor for less than 15 minutes, the minimum price is typically well over $700… I went to an emergency room and for a handful of diagnostic tests, the hospital billed $37,400. How does forcing everyone to have healthcare insurance fix the high prices that the industry promotes as normal ? It’s ridiculous; and aimed at the wrong target.

            That is a fair criticism, but when you mandate that every American have health insurance, and set no limits as to what the insurance companies, Big Pharma and hospitals can charge him, it amounts to shooting fish in a barrel. Under Medicare, whose premiums are quite reasonable, the fees that hospitals and participating physicians may charge is set by law, and this is why people like Bernie Sanders has been calling for “Medicare for all.”

            Ma’am…I am a cancer patient. I will continue to battle cancer for the rest of my life, as it continues to recur. I am a Dialysis patient, because cancer took both my kidneys and my entire urinary tract. The dialysis treatments cost about 4000 dollars every time, 3 days per week. I am covered by early Medicare and SSDI, which I paid into my entire life. As soon as my employer found out I could not work all 5 days per week as the Clinic Manager of a Veterans Outpatient Clinic, they let me go, but in such a way that I was ineligible for unemployment (which I also paid into my whole life). I pay a large bill for my Medicare insurance every month, and then I pay nearly 400 dollars a month for a Supplemental insurance. (The ONLY policy that I was eligible for). Then I pay another 125 dollars a month to have my meds covered, which would cost me about 2000 dollars a month out of pocket. IF my insurances were to end, I would have to stop my treatments, and I would be DEAD in about 3 weeks. I would be sad about leaving my loved ones, but I would NOT permit them to drain whatever savings they had to keep ME alive. Everyone dies. I know where I am going, and I am not afraid. Just NOT READY YET. These are the facts of Life, Ma’am, My POINT is that I have a VESTED INTEREST in the Health Care business in America. I support this BILL, and I just wish that Mr. McCain had to do the same things I do. And, Mr. Paul needs to let go of his Pie in the Sky desire for a perfect bill. It ain’t gonna happen. I wish those GOP folks who cannot support the Party Platform, and keep the Promises they campaigned on, would just admit that they are really Liberal Democrats.

            What does that have to do with taking Medicaid away from those that need it?

            Despite scapegoating in public discourse, the drain that undocumented immigrants place on government benefit programs is small. It is expected that undocumented immigrants will be less likely to access public programs on behalf of their children who, as citizens, are legally eligible for these benefits.

Those who are students can BUY health insurance through their school’s insurance offerings. Unauthorized immigrants can also buy health insurance directly from brokers.

            Poor Americans can obtain health and dental care the same place as poor undocumented immigrants.

There are SO MANY of these wonderful and well financed facilities, that screaming about “the children” as is the habitual response of Liberals, is just a LIE. I have been an RN for 47 years, and some of that in pediatrics. The KIDS are taken care of. The REASON that providers of care charge so much, is that the charges have to cover all the employees, the bills for keeping lights on, etc, and the INSURANCE to cover the possibility that someone might make a mistake, and they will be sued for MILLIONS of dollars. (Thank a Lawyer for that one.)
            The Doctors bills are outrageous, because they are (hopefully) paying off the student loans that got them their education, and because they all want to be Rich and Living in the Nicest neighborhoods in the town. Remember the “olden days” when the doctor lived in YOUR Neighborhood, in a modest house, and took whatever he could get in pay, because he CARED ABOUT THE FOLKS HE TREATED?? Well, those days are LONG GONE.

            My doctor does live in a modest neighborhood and he pays more for malpractice insurance than I earn in a year. He thinks $70,000 a year is a bargain. He’s a surgeon with zero incidents in the past 5 yrs. One staph infection reported by a patient and his coverage would be over $100k. We need tort reform!! Unlimited health savings accounts that can be rolled over year after year and insurance competition across state lines. Get the government out of our healthcare!!!

            The bill keeps all of Obamacare taxes and requirements in place other than the individual mandate. Meaning insurers would still have to cover pre-existing conditions, provide maternity and birth control coverage to people who don’t need it. Keeps the tax on medical devices in place that insurers have to provide. Rates won’t go down. In fact without the individual mandate they will surely go up as the insurers won’t have as large a pool to spread that risk to. It’s not a repeal of Obamacare!

            So you are saying that if you have artery occlusion and I don’t, I shouldn’t have to pay for heart problems/ I could get the vascular system removed from my coverage to make it cheaper. If Ai develop heart problems later I could get insurance at a highly rated amount.

            What I’m saying is, before ACA (obamacare) insurance routinely excluded pre-existing conditions from coverage. In the case of group policies, they would do this for the first year then they were covered. I’m saying it should go back to that system. Currently insurers are required to cover you if you have a heart attack and buy coverage while your in the hospital for that heart attack. How will that ever be affordable??

On your note about Obama clearing up the Bush mess, I understand that. Bush couldn’t run anything right. However, Obama left an even bigger debt, the largest of all presidents combined. And Trump is trying to clear that up. In California he gave millions for a shovel ready project to one of his pet firms. However, they stole the millions and went out of business.             Likfeinb, you are not giving Trump enough credit. He did a masterful job of being in contact before the storms in Texas and Florida and as they hit and afterward. You must have heard the governors in each state praising his actions. And he is going to Puerto Rico Tuesday. He wasn’t out playing golf. You might be interested in this information that was given to me today: Mrs. Trump has saved taxpayers some $5.1 million with her leaner staff than Michelle who had 24 staffers. Ms. Trump has 9 staffers. Forbes also reported that the Trump White House is saving taxpayers $22 million.

            In addition, I was in a meeting with CA water interests and they praised the Trump White House for sending California more money for water projects that the Obama administration and that this White House was easier and more pleasant to work with.

            I agree the bills are outrageous but if you ever look at what the insurance pays them you will see that they don’t get anywhere near what they charge. If a doctor charges fifty dollars the insurance approves about thirty. The patient is then responsible for the deductible which is subtracted from the approved amount. So if your deductible is thirty then the insurance pays the doctor nothing. Return the responsibility of paying the doctors for normal visits and just have insurance for necessary tests and hospitalization as it was in the past.

If the answer is to pay for his education and insurance, I ask: Why does it cost so much for an education? Insurance is expensive because those aggrieved by the highly inept Dr.s demand a lot of money; the education did him/her no good, but the insurance allows him to continue on and charge more because his insurance went up. Then we have the pharmacies and durable health goods that cost God awful amounts, why is that?? The big costs in medicine today are caused by Insurance being miss handled and not paying what they should. Dr.s, pharmacies, durable goods manufacturers, hospitals all want to be as rich as the insurance companies, so they over charge the cheapskate Insurance Co. in order to get something close to what should be charged and then stick it to the patient for the rest. Insurance takes in trillions and pays out about 30% if your lucky.

            The prices charges by providers were set by the insurance companies themselves via usual and customary fees decades ago. The current DRG version was also set by insurance companies based on diagnosis coding again based on an “average” bill. The insurance company would never enter healthcare services if they did not believe there were good profits to be had. Remember the days of voluntary auto insurance?

What the bill DOES, is to remove the Legal requirements to have insurance, and remove the Legal requirements for businesses to provide outrageously expensive insurance to their employees. Then, they could actually return to hiring people for Full Time jobs. It would remove Taxpayer funding for Abortion, which many feel is murder, and so,, they should NOT e required to fund that. Let all those Millionaire celebrities and supporters fund it. (Ms Richards might have to take a cut in her nearly Million dollar a year salary.) It returns a large block of Grant Money to each state, so that the legislators in each state, may craft what makes their constituents happy, and meets their particular needs. It is NOT a “Perfect Bill” but it is a good start.

            Obama was great in many ways and did know DACA was limited, but because of Republican obstruction into almost everything he did, he did what he could. I do believe that it will be upheld as , at least, 75% of Americans are for it.
            ISIS? Yes, he left Iraq too soon, but that is what he pledged as a candidate. The vacuum created by the destruction of the entire infrastructure of Iraq would have caused ISIS or another terrorist group to flourish. Even had we stayed we would have had to deal with some sort of terrorist group.
            Just to be clear, I was not in favor of his foreign policy , in some areas, and felt he was too reticent to accomplish much. I feel he hurt Hillary’s chances.
            That doesn’t mean I don’t think he was a good president. You can take apart any presidency and see flaws. His healthcare bill passing was a minor miracle, he got us out from a very deep depression and he presented an educated , classy picture to the world. He , himself, did not divide the nation by race. It was insidious prejudice that did that. DACA was a compassionate thing to do.

As a university professor, I am stunned with the stupidity on these pages. I just wish I had the same feelings about Obama as you do. Perhaps, it was because I was a big Hillary fan in 2008 and continue to believe America on the international scene would have been better off with her at the helm.             The executive branch doesn’t have the power to create laws.. DACA was an illegal executive order; he bypassed congress and in order to pardon someone, they first have to be tried and convicted of a crime. Being an illegal they don’t have rights under our constitution. Executive orders were never meant to allow a president to create laws but originally allowed the president to creste holidays etc.

            The PROBLEM with both Medicaid and Medicare, is that Doctors and other Providers, can CHOOSE not to treat those patients. Because, of course, they do not get paid a BUTT-LOAD of Money for doing so. Since EVERY TAXPAYER must contribute to those plans, EVERY Provider of health care should be REQUIRED to treat them, and to do so, inn the same manner that they would treat their RICHEST patient. **THAT is called REAL Doctoring. CARING for Patients. (It seems to be a lost art.) In many areas, the only doctors you can find that take Medicare and Medicaid SUCK. I would not have believed it, had I not seen it for myself.

The whole idea came from Lindsey Graham for Christ’s sake. Do you really trust that freaking RINO to stand for conservative principles?? Senator Rand Paul has a true conservative plan that will work. It takes government out of the equation and lets us, in the free market, control health coverage. Every time the govt gets involved in ANYTHING it gets all fowled up and becomes too expensive to afford.

            1-Insurance competition across state lines.
            2-Pre tax health savings accounts that are unlimited, roll over year after year and are willable. Meaning you can save money for your healthcare while you’re young and save it for your “less healthy” age. All untaxable! Plus you can pass it on to your children or grandchildren for their healthcare or insurance expenses.
            3-Phase out Medicare over time (20-25 years) as it will become unnecessary. This would have the effect of removing the government completely from our healthcare system.
            4-Tort reform. Frivilous lawsuits against doctors and hospitals are often settled just to avoid the hassle. All cases of malpractice to be decided by a judge or jury, not attorneys in a settlement conference. Loser pays all court costs and attorney fees.

            The effect these changes would have are almost endless, but a few are as follows:
            Competition always lowers prices. Once their are no government mandates on things like pre-existing conditions and maternity coverage for 60 yr old couples prices will be more competitive.
            With a health savings account you might decide to buy catastrophic health coverage and just pay out of pocket for Dr. visits. Most Dr. offices give sizable discounts for cash. Plus healthcare consumers become more responsible with their own money and would be willing to “shop around” for elective or non-emergency procedures. As to tort reform, When a doctor is not under pressure to practice CYA medicine, the total cost will be less. Currently Doctors and hospitals routinely order a battery of often unnecessary tests just to cover themselves in the case of a lawsuit. Most times the H.C. providers know the tests are unnecessary but they feel they have to cover all the bases.
            The Lindsey Graham sponsored bill does NOT repeal obamacare. It simply shifts it to the states. It leaves the requirements on the insurance companies in place ensuring that the price of insurance won’t go down. It removes the individual mandate to buy insurance but it does nothing to help the cost of coverage or care to go down. In Arizona the cost of coverage has gone up 116% plus the cost of care has risen as well. This bill does NOTHING to address that. Obamacare needs to fail and have the Democrats fingerprints all over it. And ONLY their fingerprints. When that happens, the entire country will be happy to see it repealed.

Rand Paul says this bill is not a repeal but a reconstituted (a rearranging of the same provisions) version of Obamacare. I’m certainly in for team sports and warfare BUT has anyone read the new bill? Or, are we going to do as the Democrats did when they first initiated Oblamacare. “Oh, we’ll just have to pass it to see what’s in it'”. That’s ludicrous.
    If it’s a rearranged to favor Obamacare healthcare providers to overcharge us or deny us certain medical rights, I want to know. Nor do I want to pay for illegal moochers who’r hooking up for a free ride. I don’t want to hear the same old ‘it’s affordable bad breath they told us with Obamacare.

    Healthcare reform ? Healthcare reform is what healthcare needs; healthcare insurance is NOT healthcare. This is a vital piece that apparently our legislators cannot figure out. Healthcare insurance is NOT a right- it’s for one to provide for themselves and their families; if they cannot, then it’s up to the individual to get a better job, or an additional job, and take care of it themselves.. But the truth of the truth of the matter is : Healthcare will still be exorbitant as long as care providers see huge profits for relatively modest efforts. People should be able to afford healthcare a la carte. You should be able to walk in and see the doctor, and not be charged an arm and a leg. You should be able to be able to reasonably expect to pay for it out of pocket and not have to set up a payment program because you saw the doctor for 15 minutes, and thus he charged you $700.. Or going to an emergency room should not result in $37,000 in charges. I see what doctors charge insurance companies and it’s ridiculous. To see a doctor on a typical appointment runs up $700 to $2000 in charges.. I went to the emergency room for 16 hours, and the hospital attempted to charge the insurance company $37,400. The problem is not with the insurance companies; it’s the ridiculous prices that healthcare providers throw out there whenever they see the chance.

A Board of Directors (BOD) They are usually elected by the Stockholders or Stakeholders. I have no idea who they were. at the time but It surely was not the American People! I venture to speculate it was the millionaires of the time. Now, probably the billionaires of our time.
    One more thing that was done here was to assume the Constitution we see today, by adopting it with one change…..they preplaced FOR with OF.and declared it as theirs. The body remains the same so it is concievable that is why no one has questioned it. What we see on the covers of the booklets printed today shows the OF on the cover; NOT the FOR that was on the original Constitution created by our forefathers! Again, the People are ignored as being the ones whose rights have been downplayed!             where to start as far as wishing death to John McCain I did not read that and I am responding to your response to my post ( I do agree with you hate has no place in any thing ) .As far as President Trump having qualifications He has meant all the constitutional qualifications even being a natural born citizen .( I seen copy’s of all Obama claimed birth certificates and they all showed signs of fraud so he may not be meeting all qualifications . What makes me wonder is why did he show so many fake ones if he is a natural born citizen what is he hiding ? ) How about Obama family and friends trip to Africa ? just to name one . Should we talk about Berni Sanders ? or maybe senator Bird who was a grand dragon in KKK and died as a Democratic senator after many years of service ? Or senator Kennedy who may of killed a women ? if you seek to look both party’s have bad in them cause last time I check we are all still human which means we are both good and evil we should seek to control that evil .For some reason power tends to attract evil . What surprises me most is that there are many who defend Obama yet when I ask them what he did that was so great they say Obama care yet when you ask them about the lies about Obama care then they fade to attacking all with hate and anger why can your side not have a discussion with out hate and anger ?

    You happen to be correct. So you don’t want Medicare? I doubt that! It isn’t the government. Think!!! It is a system that lets patients be charged exorbitant fees for treatment and drugs without any responsibility from the patient to even question those fees.
    There is fraud, waste, and abuse in Medicare and, as long as those insured get their bills paid, no one questions the bills. Of course the costs went up after Medicare, but they also went up after private insurance and group insurance became the norm. Same deal. So the providers keep raising their rates, the drug companies keep raising their prices and ALL the companies-public and private alike just pay the bills. No questions asked.

      I think we both have a part of the answer and together we probably have a fairly complete picture. Nothing happens in Washington DC that “someone” doesn’t profit from. Medicare never pays it all, so along comes suppliment policies…insurance companies! Who’s idea was that?? Was it some Senator with a generous donor in the insurance business? It all starts with government corruption and that wouldn’t be possible if there weren’t someone willing to pay the piper. We still need govt. out of healthcare. And we need the courts out of our doctors offices. If a dr. is neglectful or malicious he should pay with his money and his license. But he shouldn’t be held hostage for millions lose of a hand for instance. I used that example because I know someone that got 10 million for an infection after surgery that caused him to lose his hand. While it was certainly tragic…10 MILLION…REALLY???
      And the dr still practices medicine because it was not in his control. But his malpractice insurance went through the roof.

    i was hoping both sides would have gotten together and produced a workable health care bill. Giving it to the states is probably the best idea. However, in the long run President Trump would have had less grief if he just let it die in 2018 (and Obama knew it would).

    Thank God for John McCain, a truly good American and a true America hero. No one on here has any right to bad mouth John McCain. The man has done great things in his lifetime, like not leaving the POW camp until his men were all released. I don’t know how many of you on here who have been criticizing McCain for his decision on this health care legislation, which is a terrible bill, would have had the courage to continue for 5 years in a POW camp, while being tortured and beaten the entire time! McCain is dying of brain cancer, and he knows this bill is bad for Americans. He does not want one of the last pieces of legislation that he votes on, to take away health care from Americans while he is getting care for his cancer at the Mayo Clinic. How could you possibly expect someone in that position to vote for a bill that would cost upwards of 32 million people to lose their insurance prior to 2026??!! Shame on all of you who criticize a great American hero!!

As for “policy” if it gives government control of 1/5 GDP then it takes that from the people which is not the way this country was supposed to work .             Again, you do not understand the ACA policy. The federal government does not control the health insurance market. You have no idea of what you are talking about. The ACA only deals with the individual market which is 7% of all policies. It allows those who cannot get insurance from their employer to buy on an exchange, to subsidize the very poor, and require that insurance companies cannot offer substandard policies. There has to be a minimum of care offered. That’s it! The insurance companies control the health insurance market. They are the ones that raised the rates and the deductibles, NOT the federal government. The federal govt is not involved. All the bad things happening are caused by medical care costs escalating and insurance companies, NOT the fed. govt.

            You people never bothered to educate yourself on the ACA policy. You just thought that if Obama’s name was on it, it had to be bad. This new legislation by Cassidy, et al, would have destroyed insurance coverage for many, many millions in this country, and I don’t mean just the poor.

These company es are taking a his country down and also our medical care. They need to be reined in. In fact we should not have an insurance company involved at all and now should we have an employer based health care system!

I do agree private insurance should be allowed to control it but it is at the moment in governments control .

Nobody ever claimed it was more than that except the crazy right who didn’t Obamas name on it. You are supporting a wing who is ready to jettison every good thing that protects consumers in the health insurance market just because of dummies who know nothing about facts about what goes on in the healthcare market.

            Btw I thought people like you are against the swamp in DC? Then why are you supporting an administration that is using private email accounts (Clinton) , or is running uphuge bills (1m in Prices case), who are using expensive

    I would like to suggest some questions for Sen. McCain about the issue of getting rid of the disaster known as Obamacare, or what some Democrats will still call, the Comprehensive Affordable Care Act (CACA).

    When someone breaks an object, and you have a solution to the problem that you can easily do yourself, do you think it is wise to seek the input of those who caused the disaster?

    Do you think that the destroyer would put forth an honest effort to solve the problem?

    Which is more important: Solving the problem, or seeking input from those who created the problem?

    When someone creates a mess, do you demand that they clean up that mess, or do you ask them what could have been done so that they didn’t have to make the mess the first time?

    Sadly, I think you have reached the point where logic has gone a different direction than your ideas. I see you as more of a problem for America and an enemy to good ideas than as a person intent on solving the great mass of problems that government has created. Maybe because I see you as a part of the evil that is government.
