CNN: Trump Pushes Congress to Quickly Fund Wall

(Breitbart.com) Deputies for President-elect Donald Trump are pressing Hill Republicans to appropriate funds by April for a quick start to the construction of a border wall, according to CNN.
The quick spending for the wall would be legally authorized by a long-standing 2006 law, which allows the federal government to build 700 miles of double-layer fencing on the border.

“It was not done in the Obama administration, so by funding the authorization that’s already happened a decade ago, we could start the process of meeting Mr. Trump’s campaign pledge to secure the border,” GOP Rep. Luke Messer told CNN.

But the Hill appropriations would break a promise, CNN says:

The move would break a key campaign promise when Trump repeatedly said he would force Mexico to pay for the construction of the wall along the border.

In fact, Trump did not claim he would force Mexico to pay the initial costs of the wall, which likely will reduce the huge financial and civic costs imposed by illegal immigration on American communities.

Trump’s demand for quick funding from Congress may help the administration overcome back-room opposition from Democratic and GOP legislators who may try to slow and delay Trump’s border enforcement priorities….

            My family started arriving in the Colonies in 1610, that was before the Mayflower. One signed the Declaration of Independence. Many fought in the Revolutionary War. The conservatives left because they wanted to stay with England. Conservatives have never contributed anything worthwhile.

            My family has served in every political office including the presidency. They have fought in every war, both sides in the Civil War, and with Sam Houston for Texas Independence.

            My son-in-law served several tours in Afghanistan and Iraq so I guess he isn’t a citizen either since he wasn’t in the U.S.

    Use Nation Building funds already in the military budget. Deploy National Guard and Active Duty Military for the Nation Building aka WALL CONSTRUCTION. They do it in other countries. Now it is needed here. No need to wait til April for funds. It can start on DAY 1 with those deployments. And, it will pay for itself in cost savings to the taxpayers.

      Um, there’s a bit of a problem using our Military for construction projects on US Soil that, by all rights, SHOULD go to American Companies and private sector workers. The military COULD do limited tasks under the guise of “training”.

          Competitive contracts will give you poor quality structures and the quality of the supplies to build the structures would likely be poor quality also. Structure would have to be very deep to prevent tunnels, and this seems to already be employed by those who have built current tunnels. You are not fooling with people who do not have a will also. It isn’t the poor illegal aliens who are digging tunnels. It is done by people who sell the ticket to get into the states. They are making money off of the poor. They have their ways, and the drug cartels have the money to hire the best and get the best materials. The only solution that I know of is the taking of the money from those who handle it to make it legal.

IF sealed bids, IFB’s is another term, are used, it does not guarantee low quality. THE QUALITY HAS TO BE SPELLED OUT IN THE SOLICITATION AND THE CONTRACT MUST BE ADMINISTERED TO ENSURE IT IS ADHERED TO.

            And, REQUESTS FOR PROPOSALS ARE MORE OFTEN USED THESE DAYS. That gives the contractor the opportunity to offer higher quality for a negotiable price. It takes a little longer and can give a much better product.

            Either way will work. IT IS UP TO THE CONTRACTING ADMINISTRATOR TO DO THAT JOB.

        WRONG. Our military has been using that equipment to Nation Build in other countries since the BERLIN WALL came down. Even before as they were road building in Honduras in the mid 80s. It is what OUR military does when they are not in combat to keep up their skills and justify the size of OUR military. Otherwise, we would have fat, dumb, and not so happy hundreds of thousands of troops just sitting around waiting for a war to break out. THIS NATION BUILDING KEEPS THEM ACTIVE, LEARNING, AND IS WELL WORTH THE INVESTMENT. NOW IT IS TIME TO DO SOME IN OUR OWN COUNTRY.

          In 69 – 70 I helped built roads, bridges, airfields, tank farms and ‘temporary’ housing in one of the countries from which we now import apparel, but we weren’t “nation-building”, even though some of those structures are still in use.

          Maybe you’ve not noticed, but today’s troops aren’t sitting around “fat, dumb and unhappy waiting for the next war” – they’re somewhere in the recover/repair, retrain, redeploy cycle, many for the 3d or 4th time in a handful of years.

          The size, expense and footprint of the “tail that wags the military dog” when it comes to projecting a force to multiple remote sites to perform missions is CONSIDERABLE. The basics include housing, food, ammunition, medical, maintenance and security. Movement requires transport, which requires fuel. Yes, the military has units capable of transporting, storing and dispensing THEIR OWN fuels 24/7, but they DO NOT have military fuel depots conveniently located along the southern border. EVERYTHING that moves (including the ENTIRE ‘fueling’ system) requires both fuel and maintenance.

          Trust me, it would be far cheaper, safer (and likely quicker) to use US Contractors and even pay them “performance bonuses” for speedy completion. They would use (mostly rented/leased) equipment more appropriately sized for massive construction projects – equipment the Military does NOT have. Nice boost to the economy, too.

            My years in Defense contracting started in 1979. I contracted for most of the commodities and services you mentioned. You are correct. In those days, it was not usually called ‘nation building’. With the fall of the Berlin Wall, we still needed to have a strong military, but not to fight Russia any longer. We still needed ‘the big stick’. So, we started calling it Nation Building. It was in 1984, that I first became aware of troops deployed to Honduras to build roads as ‘nation building’. We also sent troops to Haiti and numerous other countries. This to keep the troops at the strength our leaders determined appropriate and to build our reputation in the world. Army Management Staff College has promoted this for a few decades now.

            I have to disagree that it should only be done with contractors. Or that it is cheaper with contractors. Labor rates on government contracts are set by law and they are high. My exhusband renovated some post offices and had to pay those rates. The help was told that they would be paid inflated rates in accordance with those contracts, but that would not be the rate of pay on other jobs. This is standard in the building industry. I am sure it is the same in WALL BUILDING. Believe me, I had to utilize those same rates in every government construction contract.

            I also leased considerable heavy equipment for Rotational Troop Training Exercises at NTC, Fort Irwin, CA. Just about every kind of equipment needed from forklifts, refrigerated vans, Line trucks, millions of porta potties, bulldozers, you name it, I leased it.

            I disagree that it is cheaper with contractors. A contracting officer is concerned with color of money, years the money is good for, appropriations, etc. Our troops are already funded. It does not need a new appropriation It doesn’t require money to be switched, moved, or found. THAT MAKES IT QUICK TO DO.

            YES, Contracts will need to be let. That generally takes 90 days AFTER A REQUIREMENT IS DEVELOPED. That means specifications developed, approved, and solicited with the contract. Solicitations are generally ‘on the street’ for 30 days and that is after advertising in Commerce Business Daily that a requirement will be forthcoming. So, you are losing a lot of time with the process.

            All I am saying is that INITIALLY, OUR MILITARY CAN GET THE BALL ROLLING WHILE WAITING FOR THE ACQUISITION PROCESS TO TAKE PLACE. Even doing a LETTER CONTRACT REQUIRES SPECIFICATIONS FOR THE CONTRACTOR TO BE ABLE TO EVEN DETERMINE A BALLPARK FIGURE.

            Utilizing military expedites the beginning of the work.

            And, if you think the drug cartels are going to be happy to see the WALL BEING BUILT, you should guess again. NATIONAL GUARD, AT MINIMUM WILL BE NECESSARY TO PREVENT LOSS OF LIFE AND/OR LIMBS during the construction.

            Trump is right that it is fine to deal with them, but AT FAIR EXCHANGE RATES.

That statement is wrong. We do have to buy from Mexico and Canada, and other parts of the world. In order that they will choose to buy from us. We cannot become isolationists, since, we do not make and create all that we need in this country. So, with those facts, it is paramount that we buy from Mexico, in order for our businesses here in this country to sell their goods to Mexico. Those are just simply true facts. We do not make every thing that we need and desire here in America. That is why, we have to open up trades with other countries, and we cannot put Tariffs on them, that they will not put the same Tariffs on our goods sold to their country. I never claimed that ‘NAFTA’ was the panacea for all good trading with other countries. But, I am saying, ‘we cannot become isolated from the rest of the world, when there are things made in other countries like Mexico that we need’.             You are wrong. A country does not have to buy from a country in order to sell to it. Those are totally independent actions. And, America needs to start making some of the things that it no longer makes. Once, a skill is given up for 2 years, there is no longer a potential for rebuilding the production. It has to start from scratch because the ones skilled in that manufacture move on and never look back.

            I could list many things that we no longer make and without which we are unable to defend ourselves and our country.

            Boots are just one.

            D rings that Airborne troops depend on everytime they take a jump. About 12 years ago, we were down to one company. I’m sure they are no more.
            We make little, if any, fabrics in the US anymore. Where do you get the fabric for uniforms?
            fabric for parachutes?
            Upholstery fabric for transport vehicles?

            And, way too many other things as well.

Mexico is our third biggest trading partner. So, if we divest and not trade with Mexico at all. That in itself would add tremendous increases in prices we pay for purchases and items, right now. That would not be a wise move for our economy, not at all. Those facts alone proves to all of us, the very importance of trading with Mexico, and being able to sale goods to Mexico. If we stopped selling our goods to Mexico, then, where would we find the replacement for that drop off in commodities and trades. Let me present one more truth to this situation, if Trump will do what he said he would do. That fact is in being equal in considerations. He would have to impose a Tariff and tax on his goods coming into this country, since, he has all of his suits, ties, shirts, belts, shoes, fragrances made in other countries. And, his daughter ‘Ivanka’ has all of her clothes and personal items made in another country. To be fair, then, Trump would have to impose those same taxes and Tariffs on his item and the items of his daughter. Since, they are bring commodities into this country, that are made outside of this country and by other workers. That would be fair, right. Let me know…………………Mac

            My heart and emotions are just fine. My sympathies are with the American people working so hard and struggling to survive and then being saddled with the indigent of the world.

            You see supporting others as a ‘gift’ or a duty. I see it as robbing them of the opportunity to learn to be self sufficient. There is no better feeling in life than to know that we don’t have to be dependent on the handouts of others or a government. Remember the basic rule: What the government gives, the government can take away.

            Would you really choose to have your government aka your neighbors support your every need from cradle to grave? Or would you rather know that you are strong, able to take care of yourself, and your family without the interference of others?

            I made my choice. I succeeded. And, I feel pride of my achievements. That is what I would wish every person on Earth.

            When the government takes from some and gives to others, it expects gratitude and submission as the price for those handout checks. That is a price too big to pay in my book.

            I guess you choose the low road and sold your pride too cheap.

            I do support ‘self sufficiency’ both for countries and for individuals.
            Unfortunately, most ‘giving’ people expect something in return. Either they want gratitude or a feeling of ‘I’m better than you’ for their little gifts. It is very rare that anything is given with no expectation of payback.

            Have you lived in other countries? Do you know anything of what you speak?

            Surely my lady, I have lived in four other countries. And, I have visited forty of our fifty states in this country. So, I have had my traveling experiences, and that is one of the things I have cherished about my life. The facts of my having seen how other countries and other people live. Meeting new people, and learning new things are such a added attraction to what I have known in my life’s experiences.             I will agree that there are good, and there are bad, in all races, peoples, and that includes Americans. I do heartily subscribe to the adage, ‘God helps those that help themselves’. And, I wonder why God would bother to help anyone unwilling to help themself.

    Here are my personal ideas for paying down the debt, and funding the wall project.

    1. Arrest George Soros for sedition against the US, exile him, and confiscate his assets, liquidate them and pay down the debt.
    2. Fine every illegal for being here undocumented, immediately cease Government welfare to illegals and mandate the monies be paid back in full, and use that revenue to build the wall.
    3. Force the illegals in the penal system to build the wall as their restructured sentences.
    4. In the event illegals are unable to pay said fines or Government payback program, they shall be forced to be indentured servants to build the wall, until such time as their debt to the US Govt. And its People has been satisfied in full, including interest and fees.
    5. Any Celebrity that has been aiding and abetting illegals in the US, shall be fined applicable back taxes for said illegal, and in lieu of jail for harboring known illegals, a fine shall be imposed based on number of illegals harbored, and length of time. These funds can be allocated for the wall.
    6. Illegals shall be fined to pay back US Taxpayers the wages of the teachers who instructed their classes of English as the 2nd language. US taxpayers have agreed to apply these fines to the wall project. Any illegal who is unable to reimburse such funds, will be forced to be an indentured servant until such time as this fine has been satisfied.
    7. President Trump can try asking the Obamas to reimburse the American people for their $100 million vacation trips. That money can also be applied to the CLOSED BORDER WALL PROJECT.

    I’m sure that one way or the other Mexico can and will be responsible for the funding for the wall. Either pay up or America holds back and financial aid to the tune of whatever the wall costs. That would work out to be the same, no? Either you take money out of your pocket to pay for something or you’re not given the money you anticipated and find that that money’s being used to pay for what you refused to fund. There are so many ways to make the Mexican’s pay for a lot of the wall, it is ridiculous, #1 stop with the foreign aid chunk that they have been receiving for decades, that would be a good start, tax increased on all monies sent to Mexico made here in America by illegals, remove all benefits, drivers licenses, free lunches, free healthcare, as well as the special mandate for Spanish Speaking Teachers due to illegals in schools. When in fact they should not be in American schools unless they are legal, because I suspect are they not paying school taxes where they live. Many social programs which are in place to accommodate illegals could be done away with if they were not here in the 1st place. Time to get tough on illegal immigration, open borders, which cause illegal drug trafficking, human trafficking, Terrorist infiltration, which we know are all occurring at this time, that bill reduction would pay for the wall alone! The Money is there already just marked for the wrong endeavor! Legal immigration is formidable, with assimilation required, they need to know what a blessing it is to be here, not just here freeloading!     I guess double fencing is better than nothing . I truly hope Trump allows the boarder patrol to do their job . Catch illegals – give them a peanut butter and jelly sandwich and turn them around – all in the same day . I was hoping for a 200 foot tall , solid concrete wall with motes on both sides with hungry alligators in them . Maybe if the double fencing is electrified – that would be better .
